So they are saying the ufo's are carrying a "payload". That means cargo, right? What is the payload? What are they carrying? If they know there is a payload, why can't they say what the payload is?
My guess is either carrying the next pandemic to spread across the population or a test run to see how far they can get if it was carrying a emp(?) or a small nuke or some other weapon.
We can't trust our gov't. IF there is some dark mission planned, we are sitting ducks.

I believe that on the first one that traversed the continent they said it had equipment for capturing signals/communications intelligence.
