Turkey orders arrests over collapsed buildings in earthquake​

"ISTANBUL, Feb 12 (Reuters) - Turkey vowed on Sunday to investigate thoroughly anyone suspected of responsibility for the collapse of buildings in the country's devastating earthquakes nearly one week ago and has already ordered the detention of 113 suspects.

Vice President Fuat Oktay said overnight that 131 suspects had so far been identified as responsible for the collapse of some of the thousands of buildings flattened in the 10 provinces affected by the tremors early last Monday."

The number one factor is building quality.
It just trumps everything else. Building quality is controlled by a building code and the enforcement of that code. Turkey went through the terrible 1999 Izmit earthquake, which killed [more than 15,000] people, so Turkey had modern building codes within a few years of that earthquake. So then you say, “Well, given that, why do buildings fail? Are these buildings older than 20 years ago? Or were the buildings built in a manner that was not properly reinforced?”"

Imperfect but forgiven
What I've seen in most 3rd world countries, of which I would consider Turkey a member, is buildings are put up with concrete, brick, and block, often concrete that isn't even reinforced with rebar. Multistory buildings are put up like this all over the world and a strong earthquake would topple most of them.

Same problem everywhere. Even when there is authority to make things happen... a little money and the process gets greased and slips on through.

Of course the US has perfected the process: Let it get built so far, then blow the whistle and make more money tearing it down and rebuilding it only to file suit years down the road when the building is hit by a semi full of gasoline.....

I don't think many of those buildings would have stood even if they were perfectly built to code.

You can't proof buildings against earthquakes of that magnitude.
