Question on 1Timothy4:3

This has probably been asked and answered but I don’t remember reading about it.
Is 1 Timothy 4:3 a prophecy about the Catholic Church and rules around their priesthood? Or at the time Paul wrote this was their some kind of rule in place already about not marrying?
Or am I missing this completely (entirely possible).

1 Timothy 4:1 makes it clear what 3 is about.

“Now the Spirit speaketh expressly, that in the latter times some shall depart from the faith, giving heed to seducing spirits, and doctrines of devils; Speaking lies in hypocrisy; having their conscience seared with a hot iron; Forbidding to marry, and commanding to abstain from meats, which God hath created to be received with thanksgiving of them which believe and know the truth.”

It’s defiantly about latter times and the OWR whatever that may be.

In Thessalonians, Paul mentions the Mystery of iniquity is already working to set up the End Times. So it’s no surprise that I’m the instructional letters for the Body of Christ Paul lays out how we are to behave and whether we should abstain from meat and marriage in the rest of 1 Timothy 4
