Psalm 116 question

In Psalm 116:16 it reads
“Truly I am your servant, Lord; I serve you just as my mother did; You have freed me from my chains.”

Who is speaking here? Whose mother? And do we know the mother? And lastly, what chains? Literal or figurative?

David, who is quite likely the author of this psalm, had a very godly mother, according to Talmudic tradition. Her name was Nitzevet, but unfortunately we know nothing about her from the Old Testament. The Talmud recounts numerous examples of her piety and her influence on her youngest son, David.

The chains he speaks of are figurative, I believe. Look at verse three and see the trials he just came through at the hands of his enemies (either Saul, or the Philistines, or even Absalom (depending when he wrote this.)
