December 07, 2022BCA Identifies Officer in St Paul Use of Force Incident
"ST. PAUL – The Ramsey County Medical Examiner has identified the man who died during a use-of-force incident that happened Dec. 5 in St. Paul. According to the medical examiner, Howard Peter Johnson, 24, of St. Paul, died of a gunshot wound.
The BCA has identified the St. Paul police officer who discharged his weapon during the incident.
Sgt. Cody Blanshan fired his department handgun. He has been a law enforcement officer for 10 years. He is on standard administrative leave.
St. Paul police responded to the area near the intersection of Earl Street and Hudson Road just after 6 p.m. on reports of a domestic assault. The caller reported the man, now identified as Johnson, was armed. Officers formed a perimeter. Meanwhile, a woman at a business on Hudson Road left the business and got into her car. She told BCA agents that as she started to pull away, Johnson approached her vehicle and was pointing a gun at her. Sgt. Blanshan and another St. Paul police officer were parked in a squad car nearby as part of the perimeter. Surveillance video shows the squad car striking Johnson in the back and side. The squad car pushed Johnson past and behind the other vehicle, knocking him to the ground. Johnson got up and the video appears to show an exchange of gunfire between him and Blanshan, during which Johnson was struck. He fell to the ground, dropping his gun. Officers then handcuffed him and gave medical aid until EMS arrived.
BCA crime scene personnel recovered a .45 caliber Glock Pistol and three .45 caliber bullet casings at the scene. They also recovered 10 9-millimeter cartridge casings, consistent with the department handgun Blanshan fired."

"ST. PAUL, Minn. – Authorities have identified the St. Paul police sergeant who fatally shot a man Monday night on the city's east side.
The Minnesota Bureau of Criminal Apprehension says Sgt. Cody Blanshan "fired his department handgun," killing 24-year Howard Johnson.
Blanshan has been in law enforcement for 10 years, but the length of his tenure with SPPD is not clear. He is on standard paid administrative leave. WCCO interviewed Blanshan back when he was an officer in 2017 after he and his partner helped rescue a man who fell inside a parking ramp."
"A memorial is now set up at the scene, with what neighbors call "forever candles." Neighbor Michelle Matthew is still traumatized by what she saw and heard.
"I saw the pistol, but he didn't point it. He didn't fire it at them. It was almost like he was angry at G-d," Matthew said. "I want people to know that he was a good soul. He wasn't aiming at anybody. He shot up like he was angry at G-d … he got killed in a wrong moment.""

Howard Johnson Shooting: St. Paul Police Release Body Camera Footage of Deadly Encounter

"ST. PAUL, Minn. -- St. Paul police have released the body camera and squad car footage showing Monday evening's fatal police shooting of Howard Johnson on the city's east side.
Johnson, 24, was shot by Sgt. Cody Blanshan around 6 p.m. in the Dayton's Bluff neighborhood. Police said the incident stemmed from a call about a domestic assault and a man with a gun.
The excerpt of Blanshan's body camera video begins with him driving his squad car. When he sees Johnson, he says into the radio: "He's walking eastbound Hudson, got the gun in his right hand."
Blanshan then says, "He's pointing at a car, he's trying to carjack right now." Then the video shows the squad car ramming into something; police said he ran into Johnson.
Johnson is still standing near the squad car, and Blanshan is shown getting out of the car and firing his gun 10 times. The video ends with Johnson laying on the ground.
St. Paul Police also released video from a separate squad car down the street, which also shows the shooting. In that video, a shot is heard before the police car stops.
Then it's followed up by four still photographs, which show Johnson holding what police say is his gun. There is also a photo of what police say is a muzzle flash from Johnson's gun, Johnson appearing to point the gun, and then the gun laying on the ground next to him after he was shot.
Blanshan's body camera video is less than a minute long.
Johnson was taken to the hospital, where he died."
