The reform bill on judicial review, including the override clause, has passed its first reading late Monday night. After passing the first reading, the bill will be returned to the Constitution, Law and Justice Committee for further revisions and preparation for the second and third readings.

The bill proposes to restrict judicial review – the power to strike down unconstitutional legislation – to an extended High Court of Justice bench with 80% of the justices in agreement. A previous bill that had passed its first reading and had been returned to the committee restricted judicial review from being used on Israel’s quasi-constitutional Basic Laws.
