MPD Officer Brian Cummings Charged In Collision That Killed Leneal Frazier​

Hennepin County Attorney: 'His negligence caused the death of Leneal Frazier'
MINNEAPOLIS (WCCO) — Minneapolis Police Officer Brian Cummings now faces two felony charges in connection to the collision that killed 40-year-old Leneal Frazier earlier this year.

"On Friday, the Hennepin County Attorney’s Office announced that Cummings is charged with second-degree manslaughter and criminal vehicular homicide.

According to the criminal complaint, the officer was in pursuit of a stolen vehicle in north Minneapolis on July 6 when his marked squad car slammed into the driver’s side of Frazier’s Jeep at nearly 80 mph.
Prior to the crash, Cummings was following the stolen vehicle at high speeds “at or approaching 100 mph” through numerous stop signs, red lights, and partially obstructed intersections, many of which blocked the view of approaching vehicles, the complaint said.
Frazier died of injuries suffered in the crash."

The legal questions and issues here will be whether or not Officer Cummings was abiding by Department Policies and applicable State and Federal laws at the time of the incident.
There have been calls for changes in State law regarding pursuits, particularly those in residential areas, as a result of this incident.
There have also been calls for elimination or narrowing of qualified immunity as a result of the various recent high-profile incidents.

Leneal Frazier was a relative of the young lady, who videoed the George Floyd incident.

It's a tragedy, for sure. I'll always be inclined to support the officer when he/she is doing their job and something unexpected occurs. If he wasn't following his department's rules for high speed chases, then he might be liable to prosecution, but for something more like involuntary manslaughter.

I would hate to be a policeman today. Every minute action is watched just hoping for some act that could be perceived as wrongdoing to accuse him.

From the news stories I've read, I do not think the officer should be charged. But if more info comes out, I'll re-evaluate.

Sorry, but I have a serious distrust of the judicial system at this point . IMO, particularly in Communist Democrat run cities, the deck is always stacked against the police officer.

There seems to be very little justice in our judicial system these days.

The car thief could probably be charged with murder since it happened during his committing a felony and as a result of said felony.
