I received a book in the mail today sent to resident titled The Fall & Rise of Jerusalem. It looks like it is based on the bible but ...................My vision is too weak to read much of it. Have any of you ever read this or heard of him?

As Mack said, Ellen G White, who was the founder of Seventh-day Adventism in 1800s. She based her beliefs on many visions she claimed to have had directly from God.
My interest in her isn't so much in her spiritual writings, but in the fact that her teachings lead to major nutritional changes in the early 1900s which ended up affected the entire world through the hyper-processing of grains and cereals (Kelloggs and Sanitarium) and shunning of meat, laying the foundation for the current inept dietary guidelines and push for vegetarianism. You would be stunned to know how many dietary 'influences' at the top level in the USA have ties to the Seventh Day Adventist church and training at Loma Linda University. If you're interested, Belinda Fettke has a fascinating talk on YT going into the history of this.

When coming out of a cult that took on some her teachings, unbeknownst to me at the time, I came across her book.

I hadn't gotten to any 'visions' yet but found myself feeling that rigid performace aspect of some cults, trying to erode the newly understood grace of Christ.

I finally looked her up as I was agitated reading and discovered some things you mentioned. Couldn't throw that book away fast enough.....in the garbage!!
