Silence and not having an obvious group, even if very small, are important to keeping the Bible study or worship. Reading, silently mouthing, and American sign language are all useful. Whispering can still be overheard/picked up by today's technology, so I wouldn't chance this.

Not having an obvious group means small, arriving separately from different directions/places, using different doors, etc.

Being absolutely sure no one will rat the group or any individuals out, and the number of people knowing absolute minimum

Rotating locations, times, days of the week/month, etc.

Having or not having scriptures on one's person when going to/from depends on risks of being caught and/or risk of hidden scriptures in the worship or study place being found
