From what I can discern of the passage, it is that as of now with euphrates drying up, is actually a piece of the relevant fulfillment of there being a dried up river in which the armies of the world March on. So, no technically it being dried up would mean that it will be dry and stay dry for that occasion. I could be wrong, but it is very likely that is the case.

From my understanding of the passage, it's the bowl judgment that dries up the river.
Perhaps you're right, it might be a piece of it, but I'm not convinced based on Rev 16:12.

Isn't it Turkey that has built the dams on the upper part of the Euphrates River? They have been playing games with cutting the flow to the rest of the river so they can fill their reservoirs. Iraq has not had enough water in the Euphrates River for its farms.

This has nothing to do with a bowl judgment that will take place at the end of the Great Tribulation. That is a specific judgment for a specific amount of time, for a specific purpose.

The Euphrates River is drying up. Should we expect it will be filled again to fulfill the bowl judgment of Rev 16:12? Am I understanding this correctly?
There is another prophecy by Jeremiah, Jer 50:38-39. Did that prophecy already happen? Or is it a sign of the end times?
I think we should view the declining water levels as yet another sign that the harpazo is near. It will probably remain very low until the time of Jacob’s trouble when it becomes all the way dry, that the way of the kings of the east might be prepared. Remember there are also, "four angels which are bound in the great river Euphrates" according to Revelation 9:14. A few months ago some audio was released that was taken at a part of the river which had run dry, and the audio recorder was near the ground and you could hear loud terrifying screams of a beastly creature and shackles moving around. We should always analyze the authenticity of these types of videos, but many are true and stand up to scrutiny, and we know for sure that there are four angels in the Euphrates somewhere because the Word of God says so. You can find the videos on YouTube or elsewhere and decide for yourself. There were also ancient, very weird structures at some places along the Euphrates that were previously underwater but now with the low water levels are exposed. They look man-made or perhaps they are part of the prison God created for these angels.

The Ataturk Dam built on the Euphrates in the 80’s can dry the river up downstream of the dam. It’s a hydro electric dam built in Turkey on the Euphrates River. With the capacity of the Ataturk reservoir, if Turkey shut all the locks, which can be done by pressing one button, they could completely dry the Euphrates up in Iraq.
