Minnesota Attorney General Keith Ellison will work with the Hennepin County Attorney’s Office to review the police shooting of Amir Locke.
Locke, 22, was fatally shot by Officer Mark Hanneman on Wednesday morning in downtown Minneapolis as police executed search warrants connected to a murder in St. Paul.
Hennepin County Attorney Mike Freeman announced a partnership with Ellison Friday morning. Ellison previously led teams which successfully prosecuted Derek Chauvin and Kim Potter, police officers convicted of killing George Floyd and Daunte Wright respectively.
Together, the offices will decide whether criminal charges should be brought forward."

) — Sources tell WCCO-TV that Minneapolis police would not serve the search warrant that ended in the death of Amir Locke unless it was a “no-knock” warrant.
St. Paul police originally asked for a “knock-and-announce warrant,” but only went back to get the “no-knock” warrant after Minneapolis police said they would not serve the first one, the sources said. The original warrants are sealed as they are connected to a homicide investigation, St. Paul police say. They will be kept sealed until the court directs them otherwise.
The raid at Bolero Flats on Marquette Avenue was part of the St. Paul homicide investigation. Locke, 22, who was killed by Officer Mark Hanneman in the incident, was not named on the original warrant.
Minneapolis Interim Chief Amelia Huffman said during a press conference Thursday that both a knock and no-knock warrant were obtained so that the SWAT team could make its best assessment.
St. Paul police say that when law enforcement agencies need to serve a search warrant outside their jurisdiction, it’s common practice to ask for assistance from other agencies. The agency which executes the search warrant determines which tactics will be used, St. Paul police said."

Chief: MPD Officer Fatally Shoots Man Holding Handgun At Downtown Apt. Building​

— Minneapolis police say an officer shot and killed a man holding a handgun while executing a search warrant at a downtown apartment building Wednesday morning.
While officials have yet to release the man’s name, community leaders say the person killed was Amir Locke, a Black man. Relatives posted to social media saying he was licensed to carry a gun.
Interim Minneapolis Police Chief Amelia Huffman said during a late morning press conference that the shooting happened as department’s SWAT team was assisting the St. Paul Police Department’s homicide unit at the time. Huffman said it was part of an ongoing murder investigation.
Huffman said the SWAT team entered the Bolero Flats apartment building at 11th Street and Marquette Avenue just before 7 a.m. The officers “loudly and repeatedly” announced their entry into an apartment, Huffman said.
“Approximately nine seconds into the entry, officers encountered a male who was armed with a handgun pointed in the direction of officers. At one point, shots were fired, and the adult male suspect was struck. Officers immediately provided emergency aid and carried the suspect down to the lobby to meet paramedics,” police said in an afternoon release."

A gun rights advocacy group on Friday called for an independent investigation into Amir Locke’s killing by a Minneapolis police officer, after learning that Locke was a lawful gun owner at the time of his death.
The Minnesota Gun Owners Caucus, an organization that pushes for protections for Minnesotans’ right to keep and bear arms, released a statement condemning the use of no-knock warrants, like the one executed at the apartment where he was killed, and said his death was “completely avoidable.”
Amir Locke had a permit to carry a gun, his family said, and no criminal record in Minnesota.
In an interview, Rob Doar, the group’s vice president, emphasized that individuals have the right to self-defense within your home or “whatever dwelling you happen to be residing in.”
“Amir Locke had permit to carry, which isn’t required to carry in your own home, but it just goes to show that he was in fact a law-abiding citizen and not prohibited from possessing firearms, so any citizens could have ended up in this situation,” he said."

A car caravan protesting the police killing of Amir Locke blocked traffic briefly Friday night in downtown Minneapolis.
The caravan stopped in front of the Bolero Flats building, located at 11th Street and Marquette Avenue. Locke, a Black man, was fatally shot there Wednesday morning by Minneapolis police officer Mark Hanneman, who was part of a no-knock raid on the apartment.
The protesters called for Hanneman to be fired, arrested and charged with murder. Earlier Friday, Locke’s family made the same demands at Minneapolis City Hall.
“We’re here for them,” said protester Courtney Armborst, referring to Locke’s family. “This is how we show we’re here for them. We’ll stay in the streets until we get justice, period.”
She said that Interim Police Chief Amelia Huffman and Mayor Jacob Frey need to resign for how they’ve responded to the shooting so far. They’re “sugar-coating” what happened,” she said."

No-knock warrants mean the police can just suddenly kick in your door. We own guns to protect ourselves, our loved ones and our homes. When our front door is suddenly kicked in, how are we to know it is the police doing it? It could just as easily be a home invasion by bad guys. So our first response will be to grab our gun. I suspect that is what happened in this case. No-knock warrants should be outlawed; I don't care how useful they may be. There have been innocent people killed when no-knocks were accidentally executed at a wrong address.

There is a time and place for no-knock, but very, very, very, very, very, very, very rare. I, personally, think a no-knock should be signed off on by two (or maybe three) Judges, one of which needs to be on the State Supreme Court of whichever State it's in. If that means a State Supreme Court Justice is inconvenienced in the middle of the night, so be it :tappingfoot

Officers executing any kind of forced entry warrant need to be far better trained than some are now. And more older, experienced, less-prone-to-panic, officers need to be on/leading the teams. Physical prowess, size, gender, popularity, and political/social connectedness are far too often the criteria by which such teams/units are selected :furious :rant :mad :wild

There is a necessity for local requirements, policies, and procedures, but something like a no-knock warrant needs to be governed by State Statute/Law, just like felonies are defined, made unlawful, and punished by State Statute/Law :tappingfoot

Amir Locke Case Highlights Different Local And State No-Knock Warrant Laws​

"Frey announced a temporary ban on the request and execution of no-knock warrants in the city, but there are exceptions such as if there’s an imminent threat and it’s approved by the police chief.
In 2020, the city of Minneapolis revised its policy requiring officers to announce their presence and purpose before entry during most no-knock warrants. Something Interim Chief Amelia Huffman says officers did on Wednesday.
That policy wasn’t a ban, and like the new moratorium, had some exceptions.
Attorney and Political Analyst Abou Amara said transparency is lacking.
“If there are these special circumstances where no knocks can take place, the public should be aware of what those circumstances were that gave rise to that decision,” Amara said.
Under state law, the chief of police or a designee and another superior officer must sign off on the no-knock warrant application before a judge can approve. It also limits the time of day it can be executed between the hours of 7 a.m. and 8 p.m. Locke was shot 12 minutes before that window. With the warrant still sealed, it’s unclear the reasoning behind the timing.
“The stature that passed has some pretty big loopholes and if there is a determination made by a supervisor that you can really do it at any time and kind of undermine the intent behind the legislation in the first place,” Amara said.
In a statement, Gov. Tim Walz said in part, “To ensure the safety of both residents and law enforcement, we need to make additional changes to police policies and practices regarding the execution of search warrants.”"

"Following the death of a 22-year-old Black man at the hands of a Minneapolis Police Department officer Wednesday, the Police Officers Federation of Minneapolis union released a statement Saturday.
In the statement, authorities said that the victim, Amir Locke, was armed with a handgun when officer Mark Hanneman encountered him in a downtown Minneapolis apartment. Body cam footage of the deadly encounter has been released.

‘We’re Tired Of Being Hurt’: Minneapolis North Community High School Students Stage Sit-In At City Hall​

MINNEAPOLIS (WCCO) – Minneapolis North Community High School students staged a sit-in at city hall on Wednesday, demanding justice and accountability in the wake of Amir Locke’s death.
“The world is in the young people’s hands, so we have the chance to change the world now, not tomorrow, not later, not five years from now, but now,” said sophomore student Taylor Butler.
“We’re tired of being hurt, we’re tired of being scared. We’re shaking inside because we’re scared. We shouldn’t be scared but it’s the reality you know,” said sophomore Cashmere Grunau.
They’re making their voices heard with the blessing and encouragement of school administrators.
“Ultimately, one – that could be you. Two, the only way to make change or have change is you gotta be engaged in the process,” said Minneapolis North Community High School Basketball Coach Larry McKenzie.
The students’ message is twofold: their futures are at stake and they’ve had to protest too many times. Students are demanding an end to no-knock warrants and accountability for lives lost. They’re appealing to those with the authority to make change.

The fatal shooting, which has been widely condemned, has also led to another wrenching moment for the Twin Cities less than two years after George Floyd’s killing.
The shooting of Locke during a raid by Minneapolis police has been condemned by groups that are not normally on the same page. “I don’t accept this. It feels like a dream,” said Princess Evans, Elder’s fiancé.
Evans said she believes Elder is the “forgotten victim” in a chain of events that has gained national attention.
“I don’t want him forgot about with everything going on,” Evans said.
The 38-year-old was shot and killed in St. Paul’s Hamline-Midway neighborhood on Jan. 10.
Evans said Elder had been at his friend’s recording studio and was getting into his SUV to head to a birthday dinner for his daughter, who had turned four that day.
“The last words her dad told her was he loves her, she’s so pretty, happy birthday, he couldn’t wait to see her,” Evans recalled, through tears.
Mekhi Speed, a 17-year-old who prosecutors want to stand trial as an adult, is facing charges in Elder’s murder.
According to a juvenile petition filed in the case, investigators believe Speed and another person approached Elder’s SUV the night of Jan. 10, one of them entering the passenger side and the other standing outside the driver’s door, where Elder was sitting.
Court documents state: “This male stepped back and a loud gunshot was heard. The male standing outside of Elder’s door opened the driver’s side door and picked up items from the ground and from inside of Elder’s vehicle.”
According to the petition, the two male suspects took off in a silver Mercedes-Benz that had been stolen in late November and used in multiple other crimes."

The policy defines "exigent circumstances" as when in hot pursuit, to prevent imminent harm or provide emergency aid, to prevent imminent destruction or removal of evidence and to prevent the imminent escape of a suspect.
The new policy, which goes into effect Friday, specifies that destruction or removal of narcotics does not qualify as exigent circumstances.
"We accomplished what we set out to do," Frey said in a statement. "This policy is among the most forward-looking and extensive in the nation and will help keep both our residents and officers safe.""
