I start by admitting I'm no expert here. But chemical and biological weapons in a storage facility are kept in such a way that they are not "live" or "armed" until they are actually fired from a weapon. They do this by keeping critical components of the weapons "unmixed" until the effect is desired. These so called BINARY weapons are mixed together to become effective once they are launched or upon impact on a target. Some contamination might happen in a pre-emptive strike but most residual effects would be limited to the immediate area around the storage facilities.
