Anonymity would be impossible as would mistaken identity making it easier to place responsibility accurately, not only in war but also in non-combat situations far from the war.”
Nitwit. Going to war with a country means going to war with it's people. WW1 set the standard for this when the Germans flew Zeppelins over London and indiscriminately dropped bombs on civilians or fired off "The Paris Gun" at Paris.
Your marvelous barcode idea merely makes the targeting easier, doofus. But then again, I think that's partial motivation for the Mark of the Beast anyway. Must be nice to be so enlightened.
