I would suggest a different identification study for the confederation presented in Ezekiel 38
The land locations of the original settlements shortly after the flood may still be the focus of the vision for the time of the end still pending
If so, this is a Middle Eastern setting and does not concern further migrations outside of the region for identifying those who will confederate against Israel in the vision at the time of the end of this present age [during the 70th week decreed for the nation]
The original ethnic remnants of the inhabitants of these same lands are still in the region today
The difference is that these populations are primarily bound by the Islamic persuasion
These populations have mixed ethnically over centuries of time lapse, but still remain today as separate and divided political entities much the same as the description given in Daniel 2:40-41
In other words, the Lord is using the ancient named land locations to describe the same today
The borders are drawn differently, but the populations are still there, and have been there for centuries
If one considers this and re-studies the over all prophetic picture, much of the confusion attempting to identify other nations outside of the Middle East as participants for the time of the end goes away
It does appear that the confederator [the little horn] will strike out at nations from the far east and far north who will oppose his ambitions [Daniel 11:44] .... and he and his confederated kings will also destroy the "great city" of MBG which will not be in his kingdom [located outside of the Middle East]
Other than that it appears that all of the focus of events related to Israel and the nation's surrounding contenders seems to be centerted upon the Middle East
