Social security was set up back in the 30s I think as a means to provide a form of retirement benefit for workers, since they didn't have retirement programs like we do now. Medicare was a way for retirees to have medical benefits since the COBRA program wasn't set up until recently (meaning COBRA is a young program as compared to Medicare).
We all pay into SS and Medicare from our paychecks, and technically our money should be there for us to use when retire. However, as with any government program, there have been abuses by those who don't need the assistance, and our 'wonderful' government has borrowed from it; 'robbing peter to pay paul'. The end result is that both programs are going bankrupt, and soon those that truly need it will not have their benefits available to them.
