This reminds me of something one of my sisters told me one time. And to help exlain the situation, I grew up in Louisiana and there was no shortage of financial problems; due to mismanagement of funds, and frankly in some cases outright theft/embezzlement. So what she said was, "We should secede from the union and apply for foreign financial aid.
