Problems with Windows XP!

Does anyone have a clue what is going on, here:

Following a storm that no-one was home to unplug anything for, my PC refuses to boot-up. It will go through the screen showing "Windows XP," then, instead of the light-blue "Welcome" screen, I get a blank screen with no further "action" of any kind. When I cut it off, then restart, I then get the screen offering to start in "Safe Mode." When I select "Safe Mode," it then starts in "Safe Mode" with NO problem.

So, my question is: Does anyone have ANY idea what the problem might be, AND, does anyone have ANY idea where I should START trying to troubleshoot (So I can start it normally, instead of in "Safe" mode)?

Any help, suggestions, etc, would be VERY, VERY APPRECIATED!

Was the computer on when the storm hit? Have you tried a previous restore point?

No, it wasn't on, and I don't KNOW that the storm had anything to do with it, but it is the only "odd," or "different" thing that has happened in between the computer booting correctly, and now, with the boot problems. We DO know that the power flickered on and off at least once, during that day of the storm, since the digital clocks in the house were all flashing "12:00" when we got home...

Haven't tried to restore, yet -- just wondered, first, if there was anything else I should check or try...

I'd boot into safe mode and install the latest graphics card drivers. Check the list in device manager, and see if there's any item on the list with a (!) or (?) sign on it.
