    There's an LA Times article showing that this Hardin thing was an elaborate con on the town of Hardin. Some guy with a record as long as your arm for extortion, theft, fraud, etc, had set up American Police Force and billed it as a private security company that had been used in Iraq and Katrina. The guy was just trying to scam this little town by offering a deal to take over an empty jail built two years ago but never used and offering all kinds of other perks like the new police cars.
